Cà Mau: Expanding the RAS-IMTA model toward sustainable, zero-discharge shrimp farming.
Implementing Plan No. 0140 dated October 14, 2025 of the Provincial People’s Committee, Phase 1 surveyed 756 hectares, of which 261 hectares were registered to participate in the RAS-IMTA project. After further review and expansion, there are currently 336 households across 29 communes and wards reporting participation, with a total area of over 940 hectares. Notably, nine units have exceeded the assigned targets.
At present, the project, in coordination with De Heus Co., Ltd., has completed 1,000 hectares and is continuing to collaborate with Minh Phu Seafood Group to implement an additional 500 hectares in 2026.
In addition, relevant authorities have supported ASC certification for 40 hectares of the 30/4 Aquaculture Service Cooperative (Vinh Hau Commune), linked with product off-take agreements.
The implementation of the model has benefited from strong direction by the provincial authorities and the active participation of major aquaculture enterprises, helping to refine technical processes and establish value chain linkages. The recirculating technology utilizes locally available biological materials, reducing wastewater discharge during farming operations.
In the next phase, the project will be supported by IoT, AI, and big data platforms to optimize monitoring and management
The conference was attended by representatives of provincial departments, scientists, enterprises, and delegates from 29 communes and wards implementing super-intensive shrimp farming models.
Despite its strong potential, many delegates at the conference frankly acknowledged barriers that have slowed the scaling process. Surveys indicate that only about 10% of farmers clearly understand the plan, support policies, and technical processes. In addition, the shortage of local technical personnel has made on-site consultation difficult. Inconsistent contract mechanisms within value chains and existing bad debts have also hindered access to green financing for model transformation.

Mr. Huynh Xuan Dien, Chairman of the Board of the Tan Hung High-Tech Shrimp Farming Cooperative, noted that the cooperative has applied this model on 30 hectares, using seaweed and tilapia to both treat the environment and generate additional income. This approach helps reduce costs, limit chemical use, and increase profits. However, the biggest challenges remain traditional farming habits and dependence on input suppliers.
One of the key proposals raised at the conference was for the Provincial People’s Committee to issue regulations on wastewater discharge control and to incorporate RAS-IMTA shrimp farming targets into annual socio-economic development plans.
Emphasizing that the core goal is sustainable, zero-discharge shrimp farming, Vice Chairman Le Van Su called on departments and local authorities to strengthen effective communication so that farmers clearly understand the benefits of adopting the model.
He also directed the Department of Agriculture and Environment to review environmental regulations, improve coordination mechanisms to enhance implementation efficiency, and work with the Department of Science and Technology to advise the Provincial People’s Committee in reporting to the Provincial Party Standing Committee for unified policy direction. Chairpersons of commune and ward People’s Committees are required to directly oversee the review process and ensure the appropriate selection of participants for technical training.

“The province of Ca Mau is always ready to receive appropriate proposals from enterprises and suppliers to build clean, stable shrimp farming zones and strengthen its position in the international market,” Vice Chairman Le Van Su emphasized.
