Ca Mau Prepares to Launch a 5.3 Trillion VND High-Tech Aquaculture Project
1. Ca Mau Approves Investment Attraction Policy for a 5.3 Trillion VND High-Tech Aquaculture Megaproject
The People's Committee of Ca Mau Province has officially approved the investment policy and launched a call for investors for a large-scale high-tech aquaculture project situated on coastal mudflats.
The project is planned across a total area of over 5,049 hectares, divided into 2 main zones:
-
Zone 1 (625 ha): Located in Hiep Thanh Ward, scheduled for completion within 24 months post-land handover.
-
Zone 2 (4,424.6 ha): Located in Dong Hai, Long Dien, and Ganh Hao communes, with an estimated execution timeline of 36 months. (Precise acreage and boundaries will be officially ratified following field survey measurements).
Regarding financial structure, the project represents a total investment of 5.3 trillion VND with a operational lifespan of 50 years. Investors commit 15% in equity (795 billion VND), while the remaining 85% (4.505 trillion VND) will be mobilized from other legitimate sources.

2. Technology Framework & Sustainable Development
The project aims to establish a modern intensive shrimp farming model, prioritizing biosecurity, proactive disease control, resource optimization, and climate change resilience. The core objective is to build a high-quality shrimp raw material zone, enhancing competitiveness for both domestic and export markets.
To ensure balanced development, the Ca Mau People's Committee instructed relevant agencies to coordinate closely with investors to implement:
-
Environmental Impact Assessment: Strict oversight of biodiversity conservation and wastewater treatment protocols.
-
Social Welfare: Drafting vocational transition plans and securing sustainable livelihoods for affected local residents.
-
Responsibility Allocation: The Department of Finance leads investor bidding selection; the Department of Agriculture & Environment reviews boundaries and monitors ecological-dike integrity; the Department of Construction updates urban zoning; while the Provincial Police and Military Command ensure national defense and security in coastal border zones.
3. Launchpad from the Shrimp Capital of the West
The execution of this megaproject leverages Ca Mau's superior natural assets. Following its merger with Bac Lieu, the province boasts a massive shrimp farming footprint exceeding 435,000 hectares. In 2025 alone, total farmed aquaculture output topped 904,000 metric tons, bringing in an impressive export revenue exceeding 2.4 billion USD.
