Developing Cage Aquaculture in Irrigation Reservoirs: Toward Zoning and Traceability Codes
According to the Fisheries Sub-Department (Department of Agriculture and Environment), Bình Định province currently has 164 irrigation reservoirs with capacities of over 50,000 m³, totaling more than 682 million m³ of water. Among these, 63 large reservoirs are managed by Bình Định Irrigation Works Exploitation Company Ltd., while the remainder are overseen by local authorities. In addition to their primary roles in agricultural water storage and electricity generation, many reservoirs are now being utilized for cage fish farming.
Harnessing the Potential of Irrigation Reservoirs
Mr. Phạm Thanh Nhân, Head of Aquaculture Division at the Fisheries Sub-Department, said that cage farming is currently being practiced in major reservoirs such as Định Bình, Núi Một, Đồng Mít, and Hội Sơn, with a total of 605 cages and a farming volume of about 34,600 m³. Red tilapia is the dominant species, accounting for 90% of the farmed fish, along with catfish, Asian redtail catfish (lăng nha), and thát lát (notopterid fish). In 2024, cage aquaculture in the province yielded 920 tons, with about 250 tons harvested in the first four months of this year.

At A Hydropower Reservoir (Vĩnh Sơn commune, Vĩnh Thạnh district), Vietnam – Bình Định Sturgeon Company is raising around 4,000 sturgeon in 120 cages totaling 21,600 m³, primarily for roe production.
Meanwhile, in Định Bình Reservoir (Vĩnh Thạnh district), over 22 households are engaged in cage farming. Mr. Bùi Văn Nhị, a farmer from Định Nhất village (Vĩnh Hảo commune), shared:
“I recently sold 8 red tilapia cages, totaling 15 tons of fish. With an average selling price of 55,000 VND/kg, after expenses I earned a profit of nearly 150 million VND. I’m now restocking with both red tilapia and Hemibagrus catfish.”
In An Lão district, the local government is implementing a cage aquaculture project in Đồng Mít Reservoir under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas. The project supports 20 households in An Trung commune to raise fish in 20 cages (nearly 1,700 m³) with fingerlings including red tilapia, thát lát cườm, and lăng nha.
“The model is technically supported by An Trung Agricultural-Forestry-Fisheries Cooperative and Quảng Ngãi Provincial Breeding Center, with guaranteed purchasing. Harvest is expected in July this year,” said Mr. Đỗ Tùng Lâm, Vice Chairman of An Lão District People’s Committee.
Toward Commercial-Scale Production
According to Decision 2147/QĐ-UBND (June 14, 2023) from the Provincial People’s Committee implementing Prime Minister’s Decision 985/QĐ-TTg on the National Aquaculture Development Program (2021–2030), Bình Định aims to reach 35,000 m³ of cage volume and 2,040 tons/year of production by 2025, increasing to 60,000 m³ and 2,350 tons by 2030.
Mr. Hồ Đắc Chương, Deputy Director of the Department of Agriculture and Environment, noted that the sector is evaluating the integration of aquaculture with irrigation reservoir use for agriculture and domestic water supply. Aquaculture in reservoirs must ensure environmental protection, biosafety, appropriate stocking densities, and reasonable space usage.

Recently, Mãi Tín Bình Định Company (Nhơn Hội Economic Zone, Quy Nhơn City) established export links for red tilapia to European and Japanese markets. On June 2, the Department of Agriculture and Environment met with the company and assigned the Provincial Agricultural Extension Center to provide technical training and build safe farming zones — starting with Định Bình Reservoir, then expanding to Núi Một and Đồng Mít.
“We’ve tasked the Fisheries Sub-Department with developing zoning codes, establishing cooperatives for cage farming management to ensure compliance, production timelines, and traceability, which are essential to meet the strict requirements of export markets,” said Mr. Chương.
The Department also directed the Fisheries Sub-Department to support farmers in obtaining aquaculture operation licenses, registering main farmed species, and securing food safety certifications in accordance with the 2017 Fisheries Law. The agency will also enhance monitoring of breeding stock, feed sources, water quality, and disease prevention. Moreover, the province is actively encouraging processing and purchasing enterprises to participate in value chain linkages, aiming to increase product value and secure stable markets for fish farmers.
