Cà Mau Shrimp Industry Targets Breakthrough Growth in 2025
Given that the economy still depends heavily on the agriculture and fisheries sector (Sector I), Mr. Tô Hoài Phương, Director of the Department of Agriculture and Environment, shared the province’s strategy:
Maintain 13,200 hectares of super-intensive shrimp farming, with an average yield of 23 tons/ha/year
Expand 400–500 hectares of closed-loop, zero-discharge farming systems
Promote improved extensive farming (including two- and three-phase models) over 198,000 hectares
Support sustainable models such as shrimp–rice, shrimp–forest, ecological, and organic shrimp farming
These methods not only improve productivity and reduce environmental impact, but also align with international certification standards—essential for expanding into demanding export markets.
“We are organizing production under linked value chains, targeting 4,000 hectares of super-intensive shrimp farming within these chains. Additionally, we aim to certify 100,000 hectares of improved extensive shrimp farms (average productivity: 550 kg/ha). The overall goal is to reach 565,000 tons of farmed shrimp and an export turnover of USD 2.6 billion,” Mr. Phương stated.

Rice and Agro-Tech Integration
In parallel with aquaculture, the province is prioritizing mechanization in rice farming, especially during harvest, and is continuing its participation in the One Million Hectares of High-Quality, Low-Emission Rice Program linked to green growth in the Mekong Delta by 2030.
Cà Mau has registered 69,304.4 hectares under this initiative:
44,188.5 ha of double/triple-crop rice
25,115.9 ha of rice–shrimp farming
High-quality, low-emission rice models are also being piloted in Đá Bạc and Vĩnh Thanh communes with support for new technology and precision management.
Tourism: A Driving Force in Service Sector Growth
Tourism plays a key role in the 9.25% growth target for Sector III (services). In the second half of 2025, Cà Mau aims to attract 2.8 million visitors, contributing to a total yearly figure of 8 million, a 10.3% increase YoY. Expected total tourism revenue for 2025: VND 8,585 billion, up 16.8%.
Mr. Nguyễn Quốc Thanh, Director of the Department of Culture, Sports and Tourism, announced the completion of the Cà Mau Tourism Development Plan to 2030, with a vision to 2050. Major projects include:
Preservation and promotion of three national heritage sites
Protection of national treasures
Execution of outdoor advertising planning
Human resource development in cultural and tourism sectors
Infrastructure projects such as forest-crossing roads in U Minh Hạ National Park are also being pushed forward to support cultural, ecotourism, and educational tourism experiences.

Private enterprises are also stepping up. Mr. Mai Hoàng Việt, CEO of Công tử Bạc Liêu Travel Services, said his company is aiming for at least 10% growth in H2 2025, while sustaining jobs for over 130 local workers.

His strategy focuses on:
Creating culturally rich tourism experiences centered on “Công tử Bạc Liêu”
Deepening ties with the Mekong Delta’s cultural identity
Expanding business partnerships and promotional activities
“We aim to attract at least 40,000 additional visitors to the Công tử Bạc Liêu heritage house in the second half of the year,” he added.
United Effort Toward a Breakthrough Year
To secure these growth targets and lay the foundation for double-digit economic growth from 2026–2030, Provincial Party Secretary Nguyễn Hồ Hải called for unity and determination across all sectors.
He emphasized building on the momentum of recent development campaigns to propel Cà Mau into a leading economic province in the southern region, worthy of its status as the southernmost point of Vietnam.
