Vietnam Aquaculture: Q1 Results, Q2 Priorities, and Key Government Assignments for 2025

Wild-caught seafood: 879.8 thousand tons (↑ 0.1%)
  – of which marine fishing was 832 thousand tons (↑ 0.2%)
Aquaculture: 1,113.6 thousand tons (↑ 5.1%)
  – including pangasius (tra fish): 380.5 thousand tons (↑ 5.1%)
  – and shrimp: 170 thousand tons (↑ 5.5%)
According to the Vietnam Association of Seafood Exporters and Producers (VASEP), seafood export value in Q1 reached USD 2.45 billion, a 26% increase year-on-year. Of this:
Shrimp accounted for USD 931.6 million (↑ 35.7%)
Pangasius reached USD 465 million (↑ 13%)
The Ministry of Agriculture and Rural Development (MARD) reported that Q1 seafood export growth outpaced the overall agricultural, forestry, and fishery sector growth of 13.1%, and exceeded other groups:
Crops: ↑ 12.2%
Forestry: ↑ 11.2%
Livestock: ↑ 18.5%
  
 
The Ministry actively addressed food safety violations, resolved export shipment alerts from foreign markets, and negotiated technical barriers to open new export channels. For instance:
A Vietnamese seafood shipment was flagged by China for violating food safety regulations.
For the EU, Vietnam submitted the annual report on residue monitoring and bivalve mollusk supervision by the March 31, 2025 deadline.
For Indonesia, on March 13, 2025, Vietnam exchanged official documents on certification requirements for seafood exports to this market.
Q2 Priorities and Strategic Solutions
By the end of March, pangasius prices had increased to VND 31,500–33,500/kg, while fry prices reached VND 55,000–57,000/kg. Shrimp prices also rose.
However, in early April, under pressure from U.S. tariff policies, pangasius prices dropped by VND 1,000–2,000/kg, and raw shrimp prices also declined unpredictably.
In Q2, MARD will continue addressing arising issues and facilitating export growth to key markets such as China, the U.S., Japan, and the EU. The Ministry also aims to open new and high-potential markets including Halal countries, the Middle East, and Africa, and leverage FTAs such as CPTPP and EVFTA to support key product exports and help businesses secure new contracts.
For aquaculture, efforts will focus on:
Developing brackish water shrimp broodstock
Promoting sustainable and responsible pangasius farming and marine fishing
Encouraging commercial value-driven development of core species and marine aquaculture
Additionally, MARD will strengthen control over IUU (Illegal, Unreported, and Unregulated) fishing, particularly preventing Vietnamese vessels and fishermen from violating foreign waters. Special focus will be given to IUU enforcement in the northern and southern regions.
A 24/7 hotline system is maintained to monitor and respond to fishing incidents at sea between Vietnam and neighboring countries.
  
 
Key Tasks Assigned by the Government for 2025
In 2025, MARD has been tasked by the Government with implementing core missions outlined in Resolution 01/NQ-CP dated January 8, 2025. Key assignments related to the fisheries sector include:
Master plan for Quang Ninh – Hai Phong to become a modern maritime economic hub, internationally competitive and a driving force for regional development.
Development project for aquaculture in reservoirs (2026–2030). This task was rolled over from 2024 and will be finalized and submitted to the Prime Minister in December 2025.
Integrated coastal resource management program in Central Vietnam, aiming to protect brackish water resources and develop fisheries in alignment with regional potential.
National survey and classification of trans-provincial surface water bodies suffering from pollution, degradation, and depletion — to help localities better manage water resources and aquatic ecosystems, addressing limitations caused by administrative boundaries.
