The U.S. Announces Final AD and CVD Duties on Shrimp from Vietnam and Other Countries
On October 22, 2024, the DOC published the final results of its AD and CVD investigations on frozen warmwater shrimp imported from Ecuador, Indonesia, India, and Vietnam. This outcome marks a significant step in the international trade investigation process, helping to assess subsidy levels and pricing practices for these countries' shrimp products when exported to the United States.

According to the final results, the CVD rate for Indian shrimp was 5.77%, higher than Vietnam's rate of 2.84%. Ecuador achieved favorable results with a low AD rate but was still subject to an average CVD of 3.78%. Conversely, Indonesia saw favorable CVD results but received an average AD rate as high as 3.90%. For Vietnam, the shrimp industry appears to have a more positive outlook than other countries in this announcement.

* India:
- Devi Sea Foods Limited and affiliated companies: 5.87%
- Sandhya Aqua Exports Pvt. Ltd. and affiliated companies: 5.63%
- Other companies: 5.77%
* Indonesia:
- PT Bahari Makmur Sejati: 0.20% (de minimis)
- PT First Marine Seafoods / PT Khom Foods: 0.71% (de minimis)
* Vietnam:
- Soc Trang Seafood Joint Stock Company: 2.84%
- Thong Thuan Company Limited: 221.82% (rate based on adverse inference)

Following the DOC’s announcement, the U.S. International Trade Commission (ITC) will issue a final ruling expected on December 5, 2024. If confirmed, the official orders will be enacted on December 12, 2024.
