Investment in Centralized Aquaculture Zones
In addition, Hoằng Hóa encourages farmers to convert inefficient agricultural land, especially low-lying fields and inner embankment areas in communes east and west of the Cung River, as well as the outer embankment area of the Lạch Trường River, to develop aquaculture. Cooperatives and farmers in communes like Hoằng Yến, Hoằng Lưu, and Hoằng Châu have proactively switched from extensive black tiger shrimp farming to intensive white-leg shrimp farming, initially using outdoor HDPE-lined ponds, and gradually shifting to greenhouse or roof-covered systems, which help control the farming environment, limit disease, and increase productivity.

As of now, Hoằng Hóa District has developed 324.8 hectares of centralized industrial shrimp farming. Among this, 84.8 ha apply high technology and 240 ha follow high-tech direction. These areas are managed by cooperatives and farmers who apply advanced technologies in shrimp farming such as: 2–3 phase farming, biofloc, UFB, and recirculating water treatment systems, which help control disease and reduce environmental pollution.
Mr. Nguyễn Đình Giáp, a shrimp farmer in Hoằng Yến Commune, shared:
“My family currently has 10 industrial shrimp ponds, totaling 1 hectare. Thanks to infrastructure like roads, electricity, and drainage, we can apply modern technologies. We can farm up to 3 crops per year, each crop yields about 30 tons/ha, with revenue over 1 billion VND/ha/crop.”
Not only in Hoằng Hóa, but coastal localities across the province are also actively investing in aquaculture infrastructure, enabling households and cooperatives to apply scientific and technical advances in farming.
So far, the province has developed centralized shrimp farming zones totaling 4,200 ha, including:
Black tiger shrimp: 3,270 ha
White-leg shrimp: 930 ha
Key shrimp farming communes include:
Nga Tân, Nga Thủy, Nga Tiến (Nga Sơn)
Xuân Lộc, Đa Lộc, Hòa Lộc (Hậu Lộc)
Hoằng Yến, Hoằng Châu, Hoằng Phong, Hoằng Lưu, Hoằng Phụ, Hoằng Đạt (Hoằng Hóa)
Quảng Trung, Quảng Chính (Quảng Xương)
Thanh Thủy, and wards Hải Châu, Xuân Lâm, Trúc Lâm, Mai Lâm (Nghi Sơn town)
Trường Giang, Tượng Văn (Nông Cống)
Total output from these shrimp farming areas reaches over 12,000 tons/year, contributing significantly to the agricultural and aquaculture growth of the province.
Under the National Aquaculture Development Program, from 2021 to June 2025, the province has invested in building 10 centralized aquaculture zones with a total area of 1,180 ha in Nga Sơn, Hậu Lộc, Hoằng Hóa, Quảng Xương, and Nghi Sơn. These zones have been converted from extensive and improved extensive farming to intensive and super-intensive farming, following VietGAP processes and applying high-tech to increase productivity and quality while minimizing environmental impacts.
Mr. Lê Minh Lương, Deputy Director of the Sub-Department of Seas and Fisheries of Thanh Hóa Province, stated:
“To develop centralized aquaculture zones, we are actively coordinating with localities to attract investment and continue upgrading infrastructure to meet conditions for intensive and high-tech farming.
We also encourage organizations and individuals to consolidate land for aquaculture, apply scientific and technical advances, and follow VietGAP, GlobalG.A.P. procedures.
In addition, the sub-department is coordinating with relevant agencies to:
Strengthen management of farming zones
Protect the ecological environment
Develop cooperative models and link farmers with businesses to distribute products,
gradually forming large-scale, value-chain-based production zones.”
