Bạc Liêu Develops Water Infrastructure to Boost Shrimp Industry
This is a strategic infrastructure project, not only supporting aquaculture production but also securing livelihoods for tens of thousands of households. As such, provincial departments, sectors, and localities are urged to coordinate closely with consulting units and actively accelerate implementation to ensure the project is completed on schedule.
Key Area and Project Purpose
The southern area of National Highway 1A in Bạc Liêu—comprising Đông Hải and Hòa Bình districts, part of Giá Rai town, and Bạc Liêu city—accounts for over 60% of the province’s aquaculture area.
The project aims to transfer freshwater from the north of National Highway 1A to the southern region, with key objectives including:
Supplying freshwater to dilute saline water for aquaculture during the dry season across approximately 13,000 hectares
Supporting salinity flushing to allow rice cultivation on 5,000 hectares in rice–shrimp rotation zones
Providing freshwater to 43,000 hectares of aquaculture area in the southern region

Reducing flooding from tidal surges
Protecting urban infrastructure along National Highway 1A (Bạc Liêu City, Giá Rai town, and Hòa Bình township)
Implementation Directives and Community Engagement
To ensure efficient execution, Chairman Thiều has directed local authorities to:
Review and expedite land clearance, ensuring people’s rights while firmly addressing violations
Mobilize support from all relevant departments to resolve issues related to infrastructure connections, construction plans, and compensation policies
Increase public awareness about the project’s benefits to foster consensus and cooperation
Resolve obstacles swiftly, ensuring no administrative boundary adjustments delay progress
Broader Impact and Economic Significance
According to the provincial leader, this project will stabilize agriculture and aquaculture, while also mitigating climate change impacts, preventing land subsidence, and combating saltwater intrusion. Timely implementation will bring direct benefits to communities south of National Highway 1A, contributing to sustainable socio-economic development.
In 2024, Bạc Liêu’s agricultural sector achieved a growth rate of over 7%, the highest in its history. Notably, seafood export turnover reached USD 1.2 billion, with shrimp alone accounting for USD 1.13 billion—over 94% of the total.
