Bac Lieu: Promoting High-Tech Shrimp Farming
Expanding Area
According to Bac Lieu Province's Department of Agriculture and Rural Development, fisheries have been identified as the province's key economic sector, accounting for 60% of agricultural output and nearly 28% of the province's economy. Shrimp farming occupies over 97% of the aquaculture area. In 2023, Bac Lieu produced 21.8% of the country’s total farmed shrimp, with shrimp exports reaching $973 million, a 17% increase compared to 2022, contributing over 28% of the national shrimp export turnover.
To establish Bac Lieu as the “Shrimp Industry Hub of Vietnam” and create a brand for “Clean Shrimp from Bac Lieu,” the province has prioritized high-tech shrimp farming models as the primary development strategy.

Currently, Bac Lieu has over 140,000 hectares dedicated to shrimp farming, producing an average of more than 240,000 tons annually. Notably, the high-tech intensive farming model has expanded rapidly, reaching over 6,000 hectares, nearly tripling since 2020.
The province now hosts 25 organizations and 838 households (up by 132 households from 2022) investing in high-tech, intensive farming of whiteleg shrimp across 2–3 phases. In 2023 alone, 11 companies and 794 households farmed 6,624 hectares, a 43.78% increase compared to 2022, harvesting 6,046 hectares with an average yield of 16.79 tons/hectare and a total production of 101,491 tons.
Bac Lieu boasts 360 shrimp hatchery facilities, including many large-scale enterprises utilizing advanced technology, raising annual post-larvae production from 35 to 40 billion. Several units have invested in vertically integrated value chains encompassing hatcheries, farming areas, feed production plants, and processing factories for export.
The province has established six high-tech shrimp farming zones spanning over 3,900 hectares, located in Vinh Trach Dong Commune, Nha Mat Ward (Bac Lieu City), Vinh Hau, Vinh Hau A, Vinh Thinh Communes (Hoa Binh District), and Long Dien Tay Commune (Dong Hai District).
Alongside expanding high-tech farming models, Bac Lieu is developing its High-Tech Agricultural Zone for Shrimp Development. Phase 1 infrastructure, costing VND 175 billion, includes transportation systems, water supply and drainage channels, electricity, and perimeter fencing. Phase 2, with nearly VND 200 billion in funding, is underway, with nine enterprises selected for investment.
Overcoming Challenges
Despite progress, several challenges remain. The primary obstacle is investment capital, which hinders the sector's potential. Infrastructure for aquaculture zones is incomplete, lacking separate irrigation systems for water supply and discharge.
To address these issues, Mr. Pham Van Thieu, Chairman of Bac Lieu People’s Committee, emphasized the importance of monitoring the implementation of the “Plan to Develop Bac Lieu as the Shrimp Industry Hub of Vietnam.” Key actions include reorganizing production with a focus on modern cooperatives, partnerships, farms, and private enterprises. High-tech intensive shrimp farming will serve as a breakthrough to establish high-tech agricultural zones.

The province also encourages businesses and eligible households to transition from traditional intensive farming to high-tech models, forming cooperative groups and high-tech shrimp farming cooperatives. Companies and specialized agencies are assisting farmers with suitable farming models, providing technical guidance, and facilitating access to commercial bank loans and preferential interest rate policies.
In addition, scientific and technological applications are being promoted to enhance productivity and quality while minimizing disease risks in shrimp farming.
